Steve Isser
Vice President and General Counsel
Steve Isser provides economic, financial and regulatory consulting services to clients, as well as serving as general counsel to Good Company Associates. He has 25 years of experience with the energy industry, as an Economist, Lawyer and Academic.
Dr. Isser was a Vice President at Potomac Economics, Ltd., which serves as the independent market monitor/advisor for the New England, New York and Midwest Independent System Operators (ISOs), and ERCOT. He worked on market power issues in New York, the Midwest, and Texas, as well as advising the President of Potomac Economics on regulatory issues involving the Federal Energy Regulatory Commission (FERC) and the PUCT.
Dr. Isser also has experience as a regulatory lawyer, having served as an attorney in Washington, D.C., with Ballard, Spahr, Andrews and Ingersoll, an American Law 100 firm based in Philadelphia. He represented ISO New England before the FERC and worked on the development and filing of market rules governing the Standard Market Design which implemented a congestion management system (CMS) based on Locational Marginal Pricing (LMP) and a multi-settlement system (MSS) in the New England electricity market.
Dr. Isser was involved in electricity restructuring efforts with Hagler Bailly, now PA Consulting, in Pennsylvania and New Jersey. He also advised the Energy Commission of the Republic of Georgia with regard to regulatory policy, modeled electricity tariffs and developed a financial valuation model for the privatization of electricity sector assets.
As a litigation economist, Dr. Isser analyzed market power in various antitrust proceedings as well as calculating the value of lost profits and damages in business litigation cases. He began his career with Synergic Resources Corporation, a pioneer in Demand Side Management.
Dr. Isser has taught Public Finance, Business Regulation, Resource Economics and Microeconomics at the University of Texas at Austin and Southwestern University in Georgetown. Dr. Isser received a Masters in Public Policy from the University of Pennsylvania, a Ph.D. in Economics from the University of Texas at Austin, and his Doctor of Jurisprudence from the University of Texas School of Law. He has published two books on the oil and gas industry in the United States, as well as numerous articles on energy and electricity. He is a member of the D.C. Bar and Vice-Chairman of the Peak Load Management Association.
