New TxLED Guidelines Remove Limits on Blending Biodiesel – Effective December 16, 2011

The federal Renewable Fuel Standard program (RFS-2) has mandated significant use of “biomass-based” diesel in the United States. The Texas Commission on Environmental Quality (TCEQ) has concluded that the volumes of biodiesel blended in the Texas Low Emission Diesel (TxLED) market to meet these requirements will have no measurable negative impact on Texas’ air quality. Consequently, TCEQ now allows biodiesel to be added to any TxLED compliant fuel, at any ratio, without additional additization.

Chris Winland has been named the interim director of the newly created San Antonio Clean Energy Incubator at the University of Texas at San Antonio's Sustainable Energy Research Institute. UTSA and UTEP were each awarded competitive grants from SECO and the Austin Technology Incubator in February to launch their new incubators.

Demand Response

We developed a number of state-by-state reports on the status of competition, advanced metering infrastructure deployment, utility programs, incentives, and subsidies that might impact the development of demand response offerings. Our reports covered California, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, and Texas. We also developed reports on demand response in CAISO, ERCOT, ISO-NE, NYISO, and PJM.  We created an Interactive pricing model to calculate the value of an increment of demand response for any of the ISOs.

We can help service providers understand the Texas electric markets (both competitive and still vertically integrated), meet the key stakeholders, introduce products or services to utilities, communities, or large customers, or advocate for policy changes or protocol revisions.  We can help utilities understand emerging technologies, as well as technical and communications standards, and understand where the market for smart-energy technologies is headed. We can help investors evaluate new technologies.

We understand demand-response in numerous ISO markets and can help demand response providers, ESCOs or retail electric providers design demand response programs tailored to the specific needs of their customers and markets.  We can also help customers evaluate the potential costs and benefits of participating in demand response programs or markets. Every state is approaching this issue differently, and meter deployment plans, rules, and demand response related incentives vary widely.
