New TxLED Guidelines Remove Limits on Blending Biodiesel – Effective December 16, 2011

The federal Renewable Fuel Standard program (RFS-2) has mandated significant use of “biomass-based” diesel in the United States. The Texas Commission on Environmental Quality (TCEQ) has concluded that the volumes of biodiesel blended in the Texas Low Emission Diesel (TxLED) market to meet these requirements will have no measurable negative impact on Texas’ air quality. Consequently, TCEQ now allows biodiesel to be added to any TxLED compliant fuel, at any ratio, without additional additization.

Chris Winland has been named the interim director of the newly created San Antonio Clean Energy Incubator at the University of Texas at San Antonio's Sustainable Energy Research Institute. UTSA and UTEP were each awarded competitive grants from SECO and the Austin Technology Incubator in February to launch their new incubators.

Christine Herbert - Vice President

Herbert directs our local government affairs, supporting expanded resource conservation, and the economic stimulus and job creation related to energy efficiency and renewable energy development at the local level. She works on energy efficiency business development and program design for retail customer initiatives, and she supports our state government affairs work with several of the state agencies.  Herbert’s background in education is valuable to many of our clients and has been instrumental in designing new programs, communicating new ideas and encouraging market transformation.

Chris Herbert brings to Good Company Associates a diverse background in business management, customer service, public education and legislative action.  Herbert has managed a variety of resource efficiency initiatives to reduce resource consumption and reduce air emissions in Texas.  She has helped large equipment dealers realize state incentives for engine upgrades, helped air conditioning contractors understand and bid into utility rebate programs, piloted tree planting as an energy efficiency measure, and helped design retail efficiency marketing strategies. She previously served as the Executive Director of the Fuel Cells Texas industry group, supporting demonstration sites and educational outreach.  She worked with the Texas Railroad Commission, completing market analysis studies under grants from the Propane Education and Research Council. She represents the National Biodiesel Board on legislative and regulatory issues in Texas, as well as overseeing their biodiesel fuel testing and NOx modeling studies. She works with the Texas A&M University Energy Systems Lab on enhanced energy codes, and developing and deploying advanced tools for code adoption, emissions impacts and code enforcement.

She currently serves as Chair of the City of Austin Resource Management Commission, which advises the City Council in energy and water conservation, alternative energy technologies, and renewable energy sources.  Prior to joining Good Company in 2001, Herbert was an effective participant in four biennial sessions of the Montana Legislature.
