New TxLED Guidelines Remove Limits on Blending Biodiesel – Effective December 16, 2011
Posted: December 22nd
The federal Renewable Fuel Standard program (RFS-2) has mandated significant use of “biomass-based” diesel in the United States. The Texas Commission on Environmental Quality (TCEQ) has concluded that the volumes of biodiesel blended in the Texas Low Emission Diesel (TxLED) market to meet these requirements will have no measurable negative impact on Texas’ air quality. Consequently, TCEQ now allows biodiesel to be added to any TxLED compliant fuel, at any ratio, without additional additization.

Doug Lewin

Doug Lewin brings a unique mix of expertise in energy and education to Good Company Associates.  He assists with a variety of client work while also serving as the Executive Director of the South-central Partnership for Energy Efficiency as a Resource (SPEER).  He also manages Good Company’s Green Jobs Initiative, a collaborative project with Texas community colleges that aims to supply subject matter expertise and provide a link between clean energy businesses and educators.

Before joining Good Company, Lewin was Texas State Senator Rodney Ellis’s Legislative Director and played a key role in passing statewide green jobs legislation, amongst numerous other bills.  He held the same position for Texas State Representative Lon Burnam, where he played an important role in passing the State’s now very popular sales tax holiday on energy efficient products.  He had his start in the Texas Legislature working for State Representative Rene Oliveira, focusing on education policy.

While at the Legislature, Lewin started a bi-partisan energy working group consisting of legislative staffers from both House and Senate. Each week the group met to hear from an expert in some field related to energy efficiency, renewable energy, or “smart” energy technologies. The group continues to meet.  He also compiled and circulated weekly compilations of energy-related news that became quite popular within the Texas Capitol.  In 2009, Public Citizen Texas presented Lewin with its Texas Outstanding Public Servant (TOPS) Legislative Aide of the Year Award.

Before working at the Legislature, Lewin was a teacher for six years.  He also traveled for a year in India, Egypt, Israel, and Europe. Lewin graduated with Honors from the University of Texas and returned later to earn his Master’s degree in Education.
